We have all suffered too much from repeated disruptions to the Territory's infrastructure caused by extreme weather, accidents, and engineering failures.

Today, it seems that everyone is talking about making our infrastructures and communities more “resilient.” But what does this mean?

Resilience is more than “bouncing back” after a disaster and starts well in advance of a disaster event. We need to do more than plan for an emergency if we want out communities to grow and thrive in presence of a changing climate, technology growth, and economic challenges.
